Following a review of the Nurses and Midwives Rules 2018 (S.I.No.218/2018, S.I. No. 219/2018, S.I. No.220/2018 Principal Rules) and with the approval of the Minister for Health, Simon Harris, NMBI is proposing amendments to support a better aligned execution of a number of provisions in the Nurses and Midwives Act 2011.

The Nursing and Midwifery Board of Ireland (NMBI) invites the views of the public, registrants, nursing and midwifery candidates, higher education institutes and other interested parties on:
 
1. Nurses and Midwives (Education and Training) (Amendment) Rules 2020
2. Nurses and Midwives (Recognition of Professional Qualifications) (Amendment) Rules 2020
3. Nurses and Midwives (Register of Nurses and Midwives) (Amendment) Rules 2020

Background to consultation

The Nursing and Midwifery Board of Ireland (NMBI) is the statutory body responsible for regulating the nursing and midwifery professions in the Republic of Ireland. Our role is to protect the public and the integrity of the nursing and midwifery professions. We do this by setting standards of education, training, conduct and performance for nurses and midwives.

The Nurses and Midwives Act 2011 (the ‘2011 Act’) is NMBI’s governing legislation which sets out the regulatory framework for the professions of nursing and midwifery. Sections 46 (a) and (b) of this Act provide for the establishment and maintenance and a Register of nurses and midwives and a candidate register.  Section 13(1) of the Act provides that NMBI may make Rules regarding these registers.

We consulted on the Rules in 2014, in 2017 and our consultation on this occasion concerns amendments to three of the Principal Rules, as outlined above.
